first issue, make a bigger hole nearby.
cover a large area with some kind of fuel and light it. area should be at least 100x100. if that works... consider making another patch 1/4 mile away ... and find a way to draw attention to it... like a submerged line of glowing bulbs or a sound. draw the orcas to the new hole. repeat.

Gee whiz, perhaps they should send the “assessment experts” in on a flipping ICE BREAKER, and then the situation would work itself out.
Then again, this is perfectly natural, right(?), and there have been thousands of years of nobody even noticing that some critters are in peril, and they either survivied, or perished, completely without ANY human intervention whatever.
