***Lever actions: Designed for the battlefield ****
For those not aware of it, Lever actions were used by some troops of the Union in the Civil War, and by the Turks against the Russians in the seige of Plevna.
http://en.wikipedia.org/wiki/Siege_of_Plevna
“On 11 September the Russians and Romanians made a large-scale assault on Plevna. The Ottoman forces were dug in and equipped with Krupp-manufactured steel breech-loading artillery and American-manufactured Winchester repeaters[1] and Peabody-Martini rifles. For three hours they poured murderous fire into the waves of advancing Russians..”
So you can see why California originally wanted to ban lever actions in their “assault rifle” ban.
The Spencer Rifle or Obama's favorite president Abraham Lincoln's rifle.

The Russians also had a Winchester for a while... the Model 1895 in military “musket” configuration, chambering the 7.62x54R.
Russia contracted with Winchester for their 1895 model in 7.62x54R for WWI.
