Doug, back when food stamps first came out, in Mass, you could buy a book for 50 cents on the dollar cash. The stamps had to be undetached or the stores wouldn't take them. I can't remember how many years ago.

That's still going on but you get propositioned for the EBT card holder to buy your grocery list for you, for fifty cents on the dollar and the cash transaction for merchandise occurs afterward. If you wonder why there's such a mad rush on sale prices for meats and whole fryers by EBT card holders,wiping them out by the cartload, they're making a little extra money by not reselling at the sale price.
