I think Pelosi knows exactly what she's doing. It's like what Sun-Tzu said about knowing the enemy. If they are quick to anger, then annoy them.
Pelosi says stuff like this to purposely rattle Republicans. She says they don't believe in government to try to get them to line up on TV and radio and praise their love for government.
This is how she "smoked out" Boehner the first time.
