I think in California we pay enough tax on our income to fix roads and infrastructure, but if we are to be taxed when we purchase gas - then those using electricity should also be taxed. If they plug in at home they are already taxed... look at the electric bill.

Odometer reading at the annual vehicle inspection. For states that don't require one, that would require additional bureaucracy, of course.
