Usually this is just because the comparison photo was taken much earlier or later.
That’s right. I looked more, and the discontinuity continues a very long way to the east, more than 10km. I think this might simply two sweeps on two days, separated by months, or even greater than one year.
It is possible that the lower half of the photo shows the facility at a less advanced stage of construction.
It might not be a deliberate effort to deceive, although the discontinuity edge does not describe a perfectly straight line, or even a uniform arc of a sat pass.
