Why is it that the house is presumed to have an obligation to act on the senate bill, but the senate was not presumed to have an obligation to act on the house bill from back in August, long before the so-called fiscal cliff loomed?

Why? Because the pubbies have ONCE AGAIN ceded the terms of the debate to the socialists. The pubbies don’t have clue how to play in the same ballpark as the disciples of Alinsky and the 0bamunists.
The HOUSE should have passed a bill making the Bush tax cuts permanent, for all taxpayers. They should have sent that to the Senate along with huge media coverage to tell the people that it now rests with Dirty Harry and the Dhimmi-drats.
Then, they should have passed a (truly) balanced budget; one that spends ONLY anticipated revenues, and sent that to the Senate and Dingy Harry, along with huge media coverage telling the American people that it now rests with the Dhimmi-crats.

But...NO! Once again, they gave the advantage to the socialists by their silence, by their ‘negotiating’ and ‘compromise’.

There is NO compromise with these socialist bastards. The pubbies have yet to learn that simple lesson.
