How is this even Constitutional, when all "Ways and Means" bills MUST originate in the House of Representatives?
ARTICLE I, Section 7
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

The Senate already has a backlog of House passed bills on hand they can use to modify with all sorts of bizarre notions and mind bending claptrap ~ that’s the way they’ve always done it ~ they’ll do it again.

How is this even Constitutional, when all "Ways and Means" bills MUST originate in the House of Representatives? Because the Senate RATs can take any House initiated appropriations bill and strip out all the language, maybe change the title, and make it say whatever they want.
Of course the House can then either approve it (recede and concur) or restore the original bill (insist)
