As a conservative I am absolutel aware the HOUSE is where the Appropriation bills originate as well as raising the debt ceilting. BONER by himeself without the Senate or the Pres can refuse to feed the beast - BY HIMSELF. NEWT DID IT.

Full Text of the Constitution

Section 7. All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States

Since dingy Harry has refused to even put up the House bill for consideration it can not go forward.

And like I said before Congress consists of the House of Representatives and the Senate

Face it folks; no politician in either party thinks we can ever balance the budget again. If they did they would not be engaged in bitter battles about how to shave a mere $200 Billion off a deficit that totals $1002 Billion. What about the fiscal cliff which both sides fear like it was Armageddon? It only reduces the red ink by $464 Billion leaving a hole of more than half a Trillion dollars. If cutting spending and increasing revenues enough to reduce the deficit to $538 Billion will crash the economy and send us all to financial ruin how in the hell can we ever get it to zero?

That's because "no budget" works for the Dems -- they can just spend their asses off trying to buy that 51%.

And remember, it was like that, too, when Nancy Pelosi was Speaker, so it has never been about "divided government" and "the Republicans won't deal!" That's eyewash.

"No budget" is the new normal for the Democratic Party. "No Budget" = uncontrolled and uncontrollable spending, dictated from the White House.

A source familiar with the meeting told CNBC that Obama was not making a new offer; just laying out what he thinks can pass the House and Senate. That includes keeping the tax cut for those making up to $250,000 and an extension of unemployment insurance for 2 million people. He will then ask the participants what they are willing to support, and if they don't have a counterproposal that can pass the House and the Senate he will ask for an up or down vote.

Barry, Barry, Barry, YOUR job is to execute the laws passed by both houses of Congress or to veto them (subject to an override, because the people, being the real nation, through their representatives in the House, trump the executive branch of the federal government), not to dictate to them how they are to vote or the conditions or the manner under which they will decide something proposed by YOU, including an unconstitutional up or down vote by unconstitutional representatives of the elected representatives or senators of both houses of Congress (more like representatives of the two main political parties in the House and the Senate) to give you something you don't want to get through the normal, Constitutionally-mandated way of doing things.

But, then, Barry, you, like every other statist utopian or run-of-the-mill tyrant that has afflicted humanity, have ALWAYS wanted reality to bend to you, never to accommodate yourself to reality, much like the way your pal Hansen at NASA alters the temperature records for the U.S. and elsewhere to accommodate his beliefs about climate change, though unlike your alacrity to bend over to or for other heads of state.

Your pal, Harry Reid, as though you had no clue, has been blocking any Constitutional way of dealing with the budget and spending and borrowing for four years, so enough with the blame-the-Republicans for your party's own failure, both active and passive, to get the problems fixed that are the result of your own party's failure to hew to the Constitution that you so evidently despise.

Sure, there are whacked-out Republicans, but they are pretty much kindergarten students compared to you Democrats who are operating at the post-doctoral level of fiscal irresponsibility. Our system isn't broken. It's just that there are some people, like you, Barry, who don't want to follow the system. You F_ _ _ everything up, propose other Constitutionally-alien nostrums to fix it, and then blame the system for it all. Well, the words of Reagan continue to ring true: "Government is not the solution to our problem. Government IS the problem."

The problem is not that there isn't enough tax revenue. The problem is that spending vastly exceeds revenue. The reality is that spending can always vastly exceed revenue in the same way that an individual's desires can vastly exceed his own resources to realize them. The problem is that you want to use OUR resources to realize YOUR political fantasies. And that's why the Founding Fathers wrote the Constitution--to limit the federal government so that the fruit of the people's lives and livelihoods wouldn't be plundered by their new government as they were plundered by the old one. But you and other dirigists of both parties--but mostly your party--have managed to succeed in this monumental failure beyond the Founders' wildest nightmares.

So, Barry, since you, yourself, want to BE the government, as seen in your disregard of the Constitution and your unilateralist approach to impose through executive orders and regulatory fiddling what is denied to you by Congress, it is evident that YOU are the problem.

The huge appropriations of the last year of Bush and the first year of Obama have become part of the baseline that just gets rolled over year after year.
