The sequence of these EOs on federal pay goes back aways.. Here they are in sequence starting with Obamas today EO and through the Bush years..

Yes, but those executive orders followed Congressional action authorizing a certain level of pay raise. Once that happened then the President decided how much of the authorized/specified raise would be allocated to “locality pay”.
I may have missed it, but I do not recall Congressional action passing this pay raise. Perhaps it was done recently and buried in some of the limited legislation that got through the Senate’s inaction.
