No, this DID NOT happen in Philly.

It happened in Darby, which is either Delaware or Chester county.

But hey, they are so close, may as well have been. The sewage from Philly has flooded nearby communities for a while now.

It's just west of Philly, but basically the same as Philly. The bad area has just grown in that direction.
