You are at least partly correct. The Russians recoil at the thought of children being raised by gay couples, or anyone else they consider to be morally derelict.
Other side of the coin is that Russia is cratering demographically. Putin needs to keep as many white Russian children there as possible if he has any hope of preventing the Russian Far East from becoming a new province of China.
Stalin used his despised Siberian Asians, subhuman to him and his desperate to survive sycophants but with the needed barbarian gifts of adaptation to extreme environments demanded by the front, to turn back the Nazi hordes of WWII.
