The legality is for the courts to decide. Then let them.

All laws can be and usually are enforced at the point of a gun.

But can agency regulations and decrees by fiat be enforced to the same extent? Will all judges surrender to political expediency? Does 'bam really have the resources to make good on all of these demands?

We may be giving him too much credit and he's got us in turmoil trying to answer each and every insult.
