Right now they are just running out the clock to create the "We Must Act Now" scenario to pass something without anyone having a chance to see what it actually is.

It’s political theater. Gotta build the suspense for the big payoff at the end. Just like any half-way decently written film or play.

The theater of politics is nothing new. The actors change, but the storyline stays the same.
