I would prefer to see - Report: GOP Senators won’t confirm Kerry. That headline would have a much greater appeal.
The problem is that John Kerry can still be confirmed as Secretary of State no matter what Hillary does, since his confirmation requires only the approval by a Senate majority, which the Democrats have.
Although if John Kerry is not permitted to approve his own nomination and a replacement for Senate Inouye does not get appointed soon, things might get interesting.
