Russia has not filled the void. This is a Debka article. Debka is simply making the story up the same as their recent spin on Russia sending Iskander missiles to counter NATO Patriot batteries. Debka has consistently fabricated stories for their web hit rate. If it was fact then Russia would make an official statement and the OPCW would be acknowledging and welcoming it.

All Debka has done is spin a statement by the Russian Foreign Minister.
