If we already passed bills to cut spending and taxes, how is this bad?

From what I heard on Fox just now they couldn’t pass “plan b” because the reps would not go against their vow not to raise taxes.

What am I missing?

I guess this takes us back to the Ryan budget of last summer. Still in the hopper until the Senate adjourns sine die.
