A nice exercise in wishful thinking but...

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech..."

On that alone it would never float.

Doesn't taxation of what has heretofore been considered free speech constitute an abridgement?
