This only applies to those guns bought from a FFL dealer. It does not cover a private sale between two people inside a singular state. The fed doesn’t have jurisdiction here (if they did, it would already be law) as this falls under pure intra-state commerce. As long as the seller does not fall under the definition of a dealer in 18 USC 921a(11) and “engaged in the business” as defined in 18 USC 921a(21).

This is an attempt at getting around the “gunshot loophole” for personal transactions. I’d like to see what novel idea he has that gives him the personal authority to do such a thing under Article II of the Constitution.

Of course, after the raping the Constitution took with respect to the interstate commerce clause and it’s bounds (or lack thereof) with Obamacare, all bets are off. The several states need to understand that their autonomy, what’s left of it, would be totally stripped if Congress implements this and SCOTUS upholds.
