There could be hidden weapons stashed in places that most people wouldn’t touch - and for officer safety reasons - every part of a body must be searched

For the officer's safety? He hadn't made an arrest. These two weren't threatening violence on anyone. And if they were cuffed behind their backs and put in the police car, how would they retrieve those shanks? That would be quite a trick.

If you don't have evidence to arrest, then you don't have evidence to do a cavity search. Probable cause for a cavity search should be a lot higher than "I think I smell something."

Officer safety is BS, not just in this case, but in most cases. Its a catch all, just like "interfering with a police officer", to excuse all manner of bullying and petty tyranny.
