I'd say that mass murderers are in proportion to the racial make-up of the country. Race is NOT a factor.

Inner city "utes" get the opportunity to vent their anger, rage and violence (usually against each other) via gangs.
Gangs, of course, are the substitute family, which actually promote "machismo" behavior ...
... while the suburban white boys are given drugs and told to act like girls.
