That is exactly the point. Forty years ago insane asylums were closed since confining lunatics was a violation of their civil rights. Now it is virtually impossible to confine even overtly dangerous people for long. The Colorado shooter was known to be very dangerous by his licensed therapist. Nothing effective was done. He was never visited by the police. Bottom line if you let lunatics wander amongst society and people in medicine and law enforcement are hand tied by all sorts of regulations designed to “protect” their rights, society is very vulnerable. Just to highlight how destructively politically correct our society has become Congress voted overwhelmingly to ban the word “lunatic” from usein government documents.
