How about automatic voter de-registration. Every March 1st after a Presidential election, each and every voter is purged from the voting rolls and is required to provide state issued ID and proof of residence to re-register.

I would like very much to see voters needing to re-register ninety days before every election. That would certainly weed out the dead and illegals by a significant margin.
