Wouldn't it be really great if the people that write headlines ACTUALLY KEPT THE HEADLINE IN THE SAME TENSE??!?

Police SHOOT AND KILL Burglar, or Police SHOT AND KILLED Burglar.

You see, as this headline is written, I can only conclude that the police shot a burglar (past tense) but then dragged his wounded body to the station where they are in the process of killing the burglar (present tense).
