And all the government employees I know are NOT subjected to RANDOM drug tests when the lowly private sector cubical worker is.

Millions in government are NOT subjected to RANDOM drug test like most of us are. This includes the Congress their staffs, the President and his staff, the senators or their staffs, government public school teachers, firemen and cops, judges, mayors etc, the IRS, police chiefs, city council members, District attorneys and the millions in nearly every big government department in the U.S., are NOT RANDOMLY drugs tested. This is no secret.

If all these people who make the big decisions and hold the big power are not randomly drug tested...It begs the question, why should the lowly private sector cubic worker be tested?

Because someone wrote it into the contract. Enlisted and commisioned get tested in the military.

BTW, you continually bring up the lowly underpaid in the military...??

What about all the hundreds of thousands of others in government who actually have control, hold power and make the big decisions which affect you and everyone else?

I do not know why the lowly Home Depot or cubic worker is tested. It must have something to do with the job requirements. Perhaps you could ask a Home Depot manager?
