Acually white phosphous does require air to burn. The issue is, it will burn spontainiously in air until you seal it from air. Water, dirt, or retardants have no effect. Not a good thing to have on you.

Water spray won’t put out burning WP but submerging it under water will. That’s how we handle it safely-—under water. What’s fun is that Skin won’t put it out-—it just keeps on barbecueing.
