We telegraphed the punch for 6 months leading into the initial assault...It didn't matter to him. The damage was done trying to prove it to the Congress, U.N. and the American people.

It is going to take something like the Syria crisis to prove the Bush admin. was really on the level.

Great question. My theory is that the Bush admin knew it was likely they went to Syria but could not prove it exclusively. They did not have sufficient political capital to claim something again that they could not fully prove beyond a shadow of a doubt. They just got burnt on the world stage by not finding them in Iraq. The nature of stuff like this makes it really difficult to nail down unless you capture the weapons

The big answer — If Russia was involved in the shipments as has been claimed, then that was probably a can of worms Bush preferred to leave unopened.
