I will say this, though: you need to check the crime stats. As for my personal experience, every time I have been mugged, it has been by a member of her group. How about you?

I lived in D.C. for about 4 years in the 60s and visited the bars in Baltimore several times, both places were sewers and I doubt that either has improved in the intervening years.
