A 27-year-old mother of two has been fatally shot by an off-duty sheriff's deputy after he suspected her of shoplifting at a Houston Walmart.
Harris County Sheriff's deputies have said that victim Shelly Frey, Tisa Andrews and Yolanda Craig were stealing when they were confronted by Louis Campbell a 26-year veteran of the force who works as a security guard at the store.
According to Campbell the women ran to their car and when he rushed to open the door, they accelerated away - at which point he fired the deadly shot into the car which hit Frey in the neck.

Tragically, Frey wasn't even supposed to be at a Walmart that evening.
Earlier in the year she pleaded guilty to stealing shirts and a package of meat from another Walmart and as part of her plea arrangement she agreed to never enter Walmart stores again.

Cops always claim they fear for their life when they kill someone
Sometimes with good reason
Other times just made up
I am suspicious over this one
And put me on record for opposing execution for petty crimes
Speaking as someone who actually has to make that call on occasion
I think in these cases we need to be very careful of those very, very subtle differences else we err in assuming that anyone was in charge of the event.
This turned into a case of 4 women and 2 young children and a cop who shot one of the women, but not the one driving the car, and say, what ya' think about shooting into a moving vehicle with chillun' in it ~ very Waco-ish isn't it ~ makes me wonder if these women were hardened criminals or just very stupid.
There's a tradition of making sure you know what your target is before pulling the trigger ~
That quick ~ as I said earlier, we need the Walmart videos ~ that'll show us if she somehow backed up on him, or simply pulled forward, or did one of those old fashioned jackrabbit starts that made it bounce to the side.
Let's listen carefully to the sheriff on what he says about the videos
It makes no difference as a persons life is in danger in either case.

Are you inferring that the thieves "hopped" into a moving vehicle? You really jump to conclusions, don't you?
When you go inside there's a bank of cashregisters end to end. Some smaller module stores have only one set of large doors, but there's still always a second entrance and exit ~ that's against the possibility that a Gypsy has his family with him and wants a separate set of doors available for the womenfolk to enter separately in a dignified manner.
Walton always left his parking lots open to overnight parking by travelers and Gypsies. I don't know if he was a Gypsy himself but my Great Grandfather always followed the policy of feeding the travelers or the gypsies who camped on the edge of his farm because they really would paint his barn with paint and leave his hogs alone. There are traditions here.
So, there's this big ol' store with two entrances and exits, and out front there's an apron area where folks drop off others, or leave their baskets, or stand and wait for a ride ~ this is pretty much the standard operation in urban areas.

There are variations ~ but there's traffic passing in front of the store all the time, and there's an apron area clearly marked so you can come in and pick folks up ~ they allow momentary stopping ~ so given normal Walmart operations, everything that's been said makes sense, but it's not yet determined that the car was actually parked ~ we do have the cop seeing the women get in a car ~ and it's easy to imagine the car on the apron or in the lot, but probably on the apron doing an ordinary pick up of passengers with packages.
"She said some security officer shot her at Walmart on West Road," Gaines said. "She needed help or something. She was trying to find somebody to help her."
Thought it was interesting that the cop was wearing his uniform, too. It's not like these bottom-dwellers could have mistaken him for a Walmart greeter, or anything.

Note that this was an off-duty police officer....IN UNIFORM.
And the perp was "shot dead" for fleeing the scene of a crime after having been told to halt by a uniformed officer....not "shoplifting".
No. That would be what a CIVILIAN (and perhaps a non-cop security guard) should have done. A law officer is ALWAYS on duty. His/her responsibility to uphold the law doesn't end when they go off shift.
I think that fleeing the scene of a crime after being told to halt by a UNIFORMED OFFICER is probably a felony.

So why don't you and I just give up this stupid conversation until the cop confesses that the woman was his baby mama and he wanted off her, oh yeah, she had her dog with her and he shot it too but it was a pitt bull so that's OK.
