These reports are something of a red herring; like most countries with CW stockpiles, Syria makes extensive use of binary weapons technology. The precursor agents necessary to produce the chemical agent are already loaded in the weapon and mixed after it is fired. Presumably, Damascus has thousands of CW shells, missile warheads and other munitions that are filled and ready to go.
However, Syria has been know to train with live CW agents, to improve handling and employment skills. In 2007, “dozens” of Syrian and Iranian technicians died during a warhead mating exercise. Somehow, the warhead exploded and chemicals were released, killing a number of participants.
That is a good thing.
