I would say because not a single House member decided to put themselves up for nomination to a leadership post. They chose to go along to get along. So Goemert nominated the last real leader the House had, and the only real leader in the presidential campaign.

Just as a note, it is not a requirement for the Speaker of the House to be a sitting House member - anyone can be elected to hold that post by the House, even if they have never held elective office in their life.
