Well I will jump on that question while waiting for the other poster to answer:

We do so by country. Any country running a surplus with America pays a percentage fine on their goods, proportional to their percentage surplus the prior year.

Anyway lots of things would work, that is just one.

The Free Market should dictate trade.
Reduce taxes.
Reduce regulations.
Reduce lawsuit liability.

Business will improve dramatically!

How would your plan prevent a company from exporting "American" jobs?

Your answer is very revealing, but maybe you should start by first asking why companies choose to do business elsewhere.

The problem is that even [the large] American companies don’t view themselves as “American” any more.

They consider their reach global, as do all other large companies.
