The biggest polluter of waterways in Florida is St Augustine grass and the idea of the perfect, uniform lawn along with all the HOA rules that require it. Industries have really cleaned up their acts in the last 40 years since the Clean Water Act passed. But the demand for the perfect lawn has gone up and up. The amount of fertiizer and water that is used to create a non-productive crop like St Augustine grass is mind-boggling.

If the government cared about the water more than it cares about punishing industry, it would pass laws removing all yard restrictions from HOA rules and mandate that natural-growing grasses be used for lawns (all of them, including golf courses).
