Of course it was. He was coming to take the mans property away. That’s normally called “thievery”. Unless the a-hole doing it is wearing a badge anyway.

Unless the a-hole doing it is wearing a badge anyway.The way I read it was that the owner had been evicted so should not have been there. It's just possible the officer was there to collect any pets left there so they wouldn't starve.

I guess sanity is a judgement call. Some people can rationalize about anything.
I once got a ticket for doing 57 in a 55, it felt like the officer was unjustly taking my property away.
