IMHO:
1) Meaning of al-Qaeda. Answer. The "base".
Who over the years have been key elements of al Qaeda?
Obviously over time we have learned many different factions from a multinational viewpoint are parts of it. There are times parts of it cooperate regardless of the particular sect of Islam, e.g. broadly, Sunni, Shiite, with the myriad array of fundamental differences dating back in time to the decisions as to who should proceed the prophet.

If we can assume for a minute, in general, al Qaeda be under the ultimate control of the Salafist/Whahabee political movements that took place many years ago in Egypt and Saudi Arabia, then I think it is fair to say, al Qaeda in the whole must give it's allegiance to Allah, via. the broad principles laid out from those founding organizations.

Your question is so fair to ask. I don't believe so simple to provide a concrete answer to.
