Where would they go?
In the past, many found happiness in Brazil. People do have choices.
Asia. It may not be apparent to all here, but various countries there do highly value well educated people in a few fields who can also speak their language fluently.
For this reason, my minor children are learning Mandarin Chinese & Japanese. There are well compensated fields for such.

We know people who have moved to Costa Rica and Uruguay.

How about “anywhere where population growth rate exceeds the governments’ ability to wrap their tentacles around the people?”
Canada, Costa Rica, Poland, Lots of places are economically blowing our doors off.
