Israel should start a numbering system for 'attacks' and 'responses'. For example... attack #a1002 might be a specific attack, while responses #r1002a and #r1002b might be two responses to that attack.

This would have the effect of re-enforcing to the world community that each action they take is in direct response to a specific attack, and it would also send a strong message to Hamas that for every attack they undertake there will be a response.
