Perhaps this: The users could have gone inland to motels, couldn't they? They had plenty of warning. Why should the government have to supply anything better than tent camps? As far as I'm concerned, tent camps are adequate.

Yes, lol. Katrina victims vs. Bush. There were more places to take the LA hurricane victims to than the east coast survivors. Weather was a lot warmer in LA in August than near winter temps for freezing survivors on the east coast.
