Alaska, long way from Indy. It is 1. a detention facility for sure. (I’ve done some work inside it. All fencing and construction are prison like and meant to keep people inside. 2. watched like a hawk. (And yes they even use helicopters.) 3. well maintained but not used, for years now.
If you lived around here you would know it is definitely not a welcoming place with heavy surveillance/security. I suggest the next visit to Indy you visit it and take some pictures just to see the response. One more thing, there are black unmarked helicopters around it frequently.
