One of the many things I admired about George W. Bush is that you always felt that all women ended at their neck with him. The more attractive the woman, the more he would look her right in the eye, never deviating.
For a man as photograhed as much as a President of the United States, I can not recall a single untoward glance from Dubya ever being caught on camera.

However, G.W. Bush's attempt to massage Angela Merkel’s neck was pretty distasteful. Neither Bush nor Obama can hold a candle to Bill Clinton in these matters. This country is apparently incapable of electing the caliber of men to the Presidency it once did, e.g., Dwight Eisenhower and Ronald Reagan. Neither Eisenhower nor Reagan was a saint in sexual matters, but they kept their personal lives off-limits and never made any remark or gesture that could be considered distasteful.
