So who is funding it, how is it funded, which piece of legislation...and who voted for it? I thought all funding came thru the House... So did my Congressman vote for this?

They don't let them go to any actual emergencies (and there have been a few in the area) because of liability concerns. They're mainly used for neighborhood watches, but even that was canceled after the Treyvon Martin incident, so my wife has no involvement in the program at all. To me it's just another means for a local government entity (the sheriff in this case) to get federal grant money.
