Prices will go up. Payments to doctors will go down. Malpractice lawsuits will go up. No one will want to be a doctor and doctors will retire in huge numbers.

Man! Look at the OPPORTUNITY that you are outlining. Medical care will continue to be needed at a price that people are willing to pay. Some smart person is going to open a clinic and a transportation service to provide for those people who are willing to pay. Mexico? Canada? Costa Rica? I don't know where, but someone is going to hear the clarion call.

I'll be surprised to find that someone hasn't already put this into place.

Probably so, BUT how many people do you think thought they (or someone) could get rich by opening “Smokers Only” bars, airlines, taxi service, hotels etc with anyone able to use, the only stipulation being it was OK to smoke.
