West Californians escaping over-taxation and regulation that they created would just migrate and pollute East California. A border fence and STRICT immigration policies would be needed.

Simply prohibit camping overnight and prohibit all new construction ~ add to it a need to have a water access license.

I think locals could come up with even more invisible fences to keep those people out.
