This is kabuki to make Obama look tough (hated by Iran) for domestic USA consumption.
Sure, the Iranian regime hates the sanctions ... BUT they also are not stupid and (thus) know that Obama is the WEAKEST sanction-er they are going to get.
I just thought it funny right before the election the media made out like Obama was making progress with Iran. BS.
