I believe you misunderstand Heather Mac Donald. She's just telling the GOP to forget about attracting Latinos. Check the link in the story. She's not telling the GOP to bribe them with amnesty and welfare programs. She's saying they're mostly hopeless.

I remember watching an episode of COPS some years ago and they were in LA arresting a bunch of illegal transvestite prostitutes. One of the cops explained that they do things here that they wouldn't dare do at home.
