The US was kept off that site for so long that I don't think that passes the smell test. They wanted to allow our enemies to acquire all they wanted first.
If the attackers primary goal was to capture intel there would be no need to stall the FBI to give the jihadis a chance to get it. The site was cleared of all obstacles to a thorough search by early morning 9/12.
I didn't say it was their primary goal. I am suggesting that there are people in the AQ hierarchy or even in the Libyan government with the intelligence and experience to contact potential "enemies of my enemy" and offer them the opportunity to mine the site, for a substantial fee of course. It takes a while to sift through a destroyed building.
