It must be a typo of some sort. Maybe the reporter meant to report "410" and somehow an extra zero got stuck in there.

Simple. They counted 401 people (kids who didn't know that their SAT test scheduled at that location got cancelled) and applied the standard MSM "multiplier" of 10.
