It must be a typo of some sort. Maybe the reporter meant to report "410" and somehow an extra zero got stuck in there.

Thats interesting. I wonder now you can estimate a crowd to be at 4010? Simple. They counted 401 people (kids who didn't know that their SAT test scheduled at that location got cancelled) and applied the standard MSM "multiplier" of 10.
