When did that happen and where?
A Google search on Walmart not allowed in New York City showed that in late September this year, there were no Walmarts.
Please post a link to an article saying that Walmart has opened a store in NYC.

They have them in Queens and Long Island in Valley Sream, Westbury and also further out on the island, also they were putting an express store in the Harlem area.
