Susquehanna Country is located in upper NE part of the state.
It has a small population of 44K. Immediate to it's south for instance is the city of Scranton, located in another country, with much higher population density. Most like pro demo by nature.
Philly is some 130 miles to the south. It has highest population density in the State. It always trends highly Democrat, and as your aware, loaded with minorities.
Think of it this way. Susquehanna County is just a little blip on the radar.
I can't answer your question, because I don't have a clue.
