They were not serving in the military when this happened. Does the CIA have an award for contractors who do not work directly for the agency? What about the others who did not die? We have spies all over the world, and they do their jobs knowing it is not likely they will ever be acknowledged or rewarded for their service. They also serve with the knowledge that the powers that be might let them die.
There is a memorial wall at the CIA but contractors probably do not get their name on it.
There is a civilian medal (I think it is called the Medal of Freedom) that the president can give. I think Congress ouight to declare a new and special medal in honor of these people
